Install:
jruby script/plugin install git://github.com/radlab/PIQL-on-Rails.git
Update:
jruby script/plugin install -f git://github.com/radlab/PIQL-on-Rails.git

If you prefer to use SVN:

The database is not persistent at the moment. It is reset every time you reset the server. See the wiki on writing a loader script to load data into the database on start.
