Updated Installation section in README.rst to inform users to use Python 3.8 or lower, since igel relies on pandas 1.1.1 and numpy 1.17.3 which are not supported by later Python versions. Pinned docutils to 0.16 in pyproject.toml to ensure compatibility with Python 3.8 and lower.
