Fix WinAppSdk local build and add back all tests (except external). Include building docs. Update WindowsAppSdk to 1.8 with WinUI package reference. Note this does increase the target (not minimum) Windows SDK version required in consuming apps to 22621 and requires VS2026 for building the Win2D project.
