This PR is one version newer than #4549. I'm bumping version one by one to narrow down upgrade issues because there are some failures both in build and tests when directly upgrading to the latest version.
Bumps otelInstrumentationAlphaVersion from 2.21.0-alpha to 2.23.0-alpha, otelSdkVersion to 1.57.0, otelContribVersion to 1.52.0.
