Creating rust team

Hi folks,

Referencing the original intention in #1045, I propose we add a rust Github team that handles Rust crate ownership in the Node.js organization. I'm happy to lead the effort.

Are we creating this team for just merve, or every potential future crates?

For minimum permission, I think the daily merve development and publishing should be scoped to a merve team, with a org admin fallback.
