Proposal: Implement Modern dotnet new CLI Templates for WinUI 3

It seems that Template Studio for WinUI has been practically abandoned, with its last update being about two years ago. Currently, the WinUI 3 ecosystem is really missing a modern scaffolding tool that implements up-to-date best practices out of the box.

I'm wondering if the Community Toolkit team has any interest or plans to maintain an official dotnet new CLI template project? ...I mean, only if the team actually has the bandwidth for it, of course!

A CLI-based approach would probably be much easier to maintain than a heavy Visual Studio extension, and it aligns perfectly with modern .NET workflows. It would be a huge help for the community to just jump in and start coding without wrestling with the initial boilerplate.
